Background and Experience

Bill is the founder of The Whitlatch Group. Started in 1984, Bill continues to serve as both a commercial real estate broker and developer.

Although Bill has extensive experience in residential sales, his specialty is commercial real estate. He is a CCIM specialist (Certified Commercial Investment Member).

Bill brings to the table a background as a general engineering contractor and developer. Bill developed a number of notable high-end subdivisions in west and northwest Visalia including: Quail Run, Meadow Crest, Riggin Ranch, Valley Oak, Quail Creek, and The Courtyards (at Akers and Highway 198).

In addition, Bill is a receivership specialist. Both Tulare and Fresno counties have appointed him as a Court Receiver in real estate disputes. They also call upon his services as a Referee and Trustee, as needed.

Bill serves as a Tulare County Planning Commissioner, and he is an Alternate Member for District 3 for Tulare County Association of Governments (TCAG).

Always one to give back to the community, Bill has lent a helping hand to many charitable organizations in the Visalia area. He serves on numerous boards including, most notably, The Samaritan Center and Imagine U Interactive Children’s Museum. He was a founding member of the Good News Center and is active with the Rotary Club of Visalia, and the Visalia Economic Development Corporation.

Bill and his wife, Clare, have been married more than 50 years and are business partners. They have three children and nine grandchildren. Bill enjoys his grandchildren, gardening, handgun target shooting, reading, and is actively involved in the Catholic Church parish community.
